Are you familiar with the concept of Master Vendor or Managing Agency? It's well established within most sectors.  The basic idea being that the end Client has access to the widest range of agencies and all of their Candidates through only one dedicated point of contact.

 

This allows the Client to concentrate on their essential business activities, without the endless interruptions from agencies calling the managers and staff to enquire about their recruitment needs.

 

The Managing Agent sits as a buffer between the Client and all of the other agencies; informing them of the Client's requirements, sifting through all of the CVs submitted, forwarding only the truly relevant Candidates to the Client.

 

There are around 300 Rec2Rec agencies in the UK. It's quite possible that the perfect Candidate for you is on one of their databases, but the problem is they don't know about you and you don't know them. You could contact all 300 of them, inform them of your requirements and negotiate fees. Then every few weeks, call them again to remind them of your vacancies. Then, unfortunately, you can spend hour after hour wading through all the irrelevant CV's. You can make enquiries about some of the Candidates and chase up to see the best ones.
